Chinhoyi, Zimbabwe – The Zimbabwe Anti-Corruption Commission (ZACC) on Thursday, arrested Nyaminyami Rural District Council’s chief executive officer, Cletus Gwabva Matingwina, on allegations of criminal abuse of duty.
He was arrested for interfering in a tender process worth over USD $900,000.
In a communique issued by ZACC, Mr Cletus Gwabva Matingwina stands accused of disqualifying two companies that were vying for the Omay North and Omay South Sport Hunting Services tenders.
Both tenders, with a cumulative value exceeding USD $900,000, were allegedly manipulated in favour of the CEO’s preferred bidders, who had received lower rankings from the Evaluation Committee.
“The CEO allegedly disqualified winning bidders for Omay North and Omay South Sport Hunting Services tenders with a cumulative value of over USD900 000.00 to favour his preferred bidders who had been ranked lower by the Evaluation Committee”
Gwabva Matingwina created a fictitious court cases against the winning bidders.
“He allegedly created nonexistent court cases against the winning bidders to justify the disqualification,” reads part of the communique from ZACC,” reads part of the communique.
He is set to appear at Chinhoyi Magistrate Court today.
